Press release on the position of the Russian Federation concerning the strengthening of the BWC regime
On June 20-21, 2019, the International Biological Safety Conference was held in Sochi with the Under-Secretary-General and High Representative for Disarmament Affairs Ms. Izumi Nakamitsu and more than hundred experts from the 27 countries, international and non-governmental organisations participating.
The international security, the enhancement of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction (BWC) regime, the increase of its risk prevention and threat response capability as well as the preparation for the BWC Review Conference in Geneva in December 2021.
The Russian side presented its experience and technologies in this sphere proved themselves during the Ebola outbreak in Africa and submitted its initiatives aimed at the BWC effectiveness increase, such as:
- the establishment of the BWC biomedical units for the assistance in case of biological weapon use;
- the establishment of the BWC scientific advisory committee for analyzing the scientific and technical advancements, related to the Convention and making respective recommendations to the states;
- the improvement of the confidence-building measures through including the information about the biological military activity abroad in national reports.
At the same time, the attention was drew to the US destructive position which has been blocking the negotiations on the BWC Protocol on the control mechanism establishment and increasing its biomedical activity abroad as well as alone the Russian borders. The Russian Federation emphasized the unacceptability of the alternative formats of cooperation empowered to fulfill verification functions and imposed by western countries.
Taking into account the Russian achievements and the high assessment of its contribution to the international BWC intersessional activity, the participants expressed their interest to hold the next International Biological Safety Conference in Russia ahead of the BWC Review Conference -2021.
