Russia-Belarus border crossing formalities
The legislation of the Russian Federation stipulates that all foreign citizens and persons without citizenship are eligible to enter the Russian Federation only through the designated border check points with obligation to pass border control formalities.
There are no border control check points with international connections on the automobile routs and railways, running through Russian–Belarus section of the Russian Federation state border. The border control in relation to persons and vehicles in this area is absent.
Until this issue is finally settled the crossing of the Russian-Belarus state border with railway and motor transport by third countries citizens of all categories and persons without citizenship, even if they hold visas or temporary permits for residence on the territory of Russia and Belarus, will be qualified as violation of the Russian Federation state border control formalities.
Starting from May, 2017, third countries citizens are allowed to cross the Russian-Belarus state border by direct airplane flights between the Republic of Belarus and the Russian Federation. However, foreign citizens and persons without citizenship, arriving from the Republic of Belarus and departing in the opposite direction, are required to pass border control formalities in the Russian airports.
At the same time it is necessary to take into account that all foreign citizens and persons without citizenship, travelling to the Republic of Belarus by air transport in transit through the territory of the Russian Federation, should apply for Russian transit visas.
According to the international norms and national legislation of the Russian Federation, third countries citizens of all categories and person without citizenship can arrive to the Russian Federation and leave the Russian Federation through multilateral (bilateral) check points opened for international connections (international flights).
